1 Year Term
For a one year CD term, the best IRA rates are at Stonebridge Bank in Pennsylvania with a 2.35% annual percentage yield (APY) and a $5,000 minimum deposit IRA.  Close behind is Discover Bank with a 2.30% APY and a $2,500 minimum deposit.

5 Year Term
For a five year CD term, the best interest rates on IRA CDs are also at Discover Bank with a 3.50% APY and a $2,500 minimum deposit.  Next is OneWest Bank in California with a 3.25% APY and a $5,000 minimum deposit.
